The thesis „Financing from the ESF“ deals with a study and description of a policy of economic and social cohesion, further the European Social Fund, its incorporation in a structure of European Union funds, its objectives and benefits. The second part of this thesis is to supply readers with valuable information and useful advice on how to act when preparing a project drawing subsidies from the European Social Fund. In the practical part of the thesis, all knowledge is applied to a concrete project namely a project of the Municipal Office in Žďár nad Sázavou.

The goal of this bachelor thesis is to characterize cohesion policies of the European Union and the Czech Republic. In the theoretical part, the history of the European Union is described along with its primary information, and also the history of cohesion policy development. It also describes regional policies of the Czech Republic, its preparations to be part of the EU and also the following participation on three operational programs. Practical part includes the realization of the project Centrální dopravní terminál a Parkoviště P+R, which is confounded by the European Union.

Diploma thesis deals with the topic of drawing of financial resources from Eu-ropean funds in the Czech Republic, Slovakia and Estonia. It focuses on pro-gramming period 2007-2013, which is together with the Cohesion policy pre-sented in the literature review. The part of results contains quantitative and system analysis of financial drawing from EU resources with the orientation on operational programmes for environment. The goal of this work is to evaluate the position of the Czech Republic in gaining from EU funds in 2007-2013 and to propose recommendation on improvement of current situation in following periods.

The presented thesis The causes of insufficient use of EU funds in Slovakia during the 2007- 2013 programming period addresses a system of utilisation of the EU funds in Slovakia which were provided by the European Union's Cohesion Policy in 2007-2013 programming period. The period is the first Cohesion Policy's programming period that could be fully benefited by Slovakia, and although Slovakia was economically highly evaluated even with regards to the economic crisis, at the end of the period the exceptional prolongation of the n+2 rule was demanded, and eventually approved. Therefore, the aim of the thesis is to find and explore possible causes of the lack of benefit of the EU funds that lead to obtaining the exception. The first part of the thesis analyses the theory of regional policy which provides multiple possible alternative hypotheses that answers to the research question. These potential answers constitute the chapters in the second part of the thesis: the responsibility of the utilisation on the regional level, the problems in settings and functioning of the bodies on national level, the external factors impact, and finally the rules posed by the EU. Difficulties of the EU - Cohesion Policy Implementation Systém in the Czech Republic in the Programming period 2007-2013

The thesis Difficulties of the EU - Cohesion Policy Implementation System in the Czech Republic in the Programming period 2007-2013 deals with application of the theories of the European integration on two case studies. In the first part of the thesis the general history of the EU - structural policy is described. The second part is dedicated to the history of the structural policy in the Czech Republic. The third part is concerned with the theoretical definition of the topic and leads to a definition of the hypothesis and the research method. The main theoretical approach for the case studies is the multi-level governance theory, which describes multi-level sharing of authority among different types of actors. None of those actors has a power to define final version of the given policy. The case studies, which in detail examine the development and the efficiency of the implementation system of structural policy in Czech Republic, prove that this environment can cause the coordination dilemma connected with overuse of the free-riding tactics and high transaction costs. The combination of those elements leads to highly rigid system of implementation.

Decentralization in the new member states of the European Union

This thesis is devoted to analyze the decentralization process in selected Central and Eastern European countries. Its aim is therefore to evaluate and compare the results of decentralization in selected countries in the context of European regional policy - the Europe of the regions. The basic hypothesis is that regional policy provides a sufficient incentive for the EU nation-states to launch decentralization and proceed into the establishment of regional levels of government in the form of new political entities that are institutionalized, have their own poltickou representation and play a key role in planing and implementation of the structural and cohesion funds. The hypothesis will be investigated using analysis and comparison of the results of decentralization in the five Central and Eastern European Countries: Estonia, Slovenia, Poland, Hungary and the Czech Republic.
Impact of the European Cohesion Policy in Central Bohemia Region

This thesis evaluates the impact of European Cohesion Policy in Central Bohemia Region with focus on Podlipansko region. The thesis is focused on activities of the Local Action Group Podlipansko in the programming period 2007 - 2013. The theoretical part deals with the regional policy of the European Union, including the financial instruments of regional policy and the principles of regional policy. Following section is dedicated to the development of cohesion policy in the Czech Republic and cohesion regions. At the beginning of the practical part of the thesis, Central Bohemia Region and the activities of the local action groups are described. Next section is dedicated to the activities of the Local Action Group Podlipansko in Podlipansko region. Activities of the Local Action Group Podipansko are evaluated through the monitoring indicator analysis. The results of public inquiry among residents of the region are addressed as well. The closing part assesses if the activities of the Local Action Groups are beneficial for the development of rural areas.
